Residents of Delaware County, Pennsylvania have until September 1st, 2020 to appeal their property value assessment as it relates to their 2021 taxes. Tentative tax numbers have been calculated based upon citizens' property value assessments completed by Tyler Technologies, Inc.. Due to the COVID-19 Pandemic and its subsequent effect on the economy, these property assessments may have overvalued many Delaware County properties, inflating tax prices.

Citizens' 2021 county, municipal and school taxes for the 2021 tax year and beyond are based upon the property assessment provided by the county. The most recent assessments were completed via contract between Delaware County and a third-party. Taxes are calculated by multiplying the county property assessment by the current millage rate of 5.461 for each specific taxing entity.

Property value was assessed prior to the Covid-19 Pandemic, which created an economic downturn. In 2017, Delaware County, PA hired Tyler Technologies, a mass appraisal service based out of Plano, Texas, to assess individual property values in the county. The assessment outcome via the third-party contract is the basis upon which each individual's county, municipal and school taxes are calculated for the 2021 tax year. Because of the severe impact that the Coronavirus has had on the economy and on property values, the assessments may be skewed. This could have established inflated property values and thereby inflated tax values. Ultimately, this could result in the property owner paying more in taxes than they should pay based on real-time property values.

While during normal tax years the deadline for a formal appeal of property assessment is August 1st of each year, the deadline has been extended to September 1st, 2020. Residents of Delaware County will receive their new notice of value in July of 2020. That notice will contain the new property assessment value, a tentative 2021 tax amount, and instructions for filing a formal appeal. Residents who believe that their assessed property value may be significantly higher than what they could actually sell their property for should make use of this appeal process. The property assessment given by Tyler Technologies should reflect the current property value in July, 2020 for the tax estimate to be fair and correct.
